The Challenge: Outdated Bill Tracking and Inefficient Review Processes
Before Quorum, Texas REALTORS® used an inefficient bill-tracking system. Vice President of Governmental Affairs, Tray Bates, described it as “archaic” and difficult to use. “It was basically just bill tracking, which was isolated to that workflow,” Bates explained. “I said no—we need something to track our relationships too.”
The initial step of the bill review process required substantial manual effort. Sixteen attorneys spent significant time analyzing bills upfront, only for many to be deprioritized later. “It was very frontend human resource-heavy and really kind of low morale for the attorneys,” Bates said.

And I don’t need a legal analysis for that,” Bates said.
